You may be familiar with WordPress as a blog format and it is, however WordPress can be modified, customized, and widgetized to create a fantastic and extremely easy to use website.

Microsoft FrontPage. 
FrontPage is an HTML editor and website administration tool in one.  Essentially, using FrontPage, created by Microsoft, you can create your website and then upload it using FTP to your website host’s server.
